Nigeria Police, FBI Arrest Mastermind Behind Major Microsoft 365 Phishing Scam

The Nigeria Police Force National Cybercrime Centre (NPF–NCCC), working with the US Federal Bureau of Investigation (FBI) and the US Secret Service, has arrested three suspects involved in high-level internet fraud in Lagos and Edo States. The suspects are accused of targeting email systems of major corporate organisations across Nigeria, using phishing links and malicious software to gain unauthorized access. Force Public Relations Officer, CSP Benjamin Hundeyin, said the arrests followed intelligence from Microsoft and the FBI, which revealed the use of a sophisticated phishing toolkit called RaccoonO365. The toolkit was designed to create fake Microsoft login portals to steal user credentials and infiltrate corporate, financial, and educational email accounts. “Based on actionable intelligence, the NPF–NCCC launched a coordinated operation with Microsoft, the FBI, and the US Secret Service,” Hundeyin said. Investigations showed that between January and September 2025, the suspects sent phishing emails that closely mimicked legitimate Microsoft authentication pages. These attacks led to business email compromises, data breaches, and financial losses across multiple sectors. NPF–NCCC operatives were deployed to Lagos and Edo States, resulting in the arrest of three suspects. Searches of their homes recovered laptops, mobile devices, and other digital tools, all linked to the fraudulent activities following forensic analysis. Further investigations identified Okitipi Samuel, also known as “RaccoonO365” and “Moses Felix,” as the principal suspect and creator of the phishing infrastructure. He allegedly operated a Telegram channel selling phishing links for cryptocurrency and hosted fake login portals on Cloudflare using stolen or fraudulently obtained email credentials. Authorities said the other two suspects had no involvement in developing or running the phishing scheme. The Nigeria Police Force emphasized its commitment to securing the nation’s digital space through advanced technology, international collaboration, and thorough investigative and prosecutorial efforts to combat cybercrime.

FCT Police Suspend Enforcement Of Vehicle Tinted Glass Permit Pending Court Verdict

Court Halts Enforcement of Tinted Glass Permit Policy

A Delta State High Court in Orerokpe has issued an interim injunction preventing the Nigeria Police Force from enforcing the tinted glass permit policy set to take effect on January 2, 2026. The ruling was delivered on Wednesday by Justice Joe Egwu in a suit filed by Israel Joe against the Inspector-General of Police, the Nigeria Police Force, and the Commissioner of Police, Delta State Command. The case is filed under HOR/FHR/M/31/2025. Joe had asked the court to stop the police from implementing or continuing the tinted glass permit policy until the main suit is heard. He also requested that the police be barred from stopping, harassing, arresting, detaining, extorting, or infringing on his constitutional rights and those of other motorists under the guise of enforcing the policy. The court granted the motion ex parte, approving all the reliefs sought by Joe. It restrained the police from enforcing the tinted glass permit policy pending the hearing and determination of the substantive suit. Justice Egwu also prohibited the police from violating the constitutional rights of the applicant and other citizens, including the rights to dignity, privacy, freedom of movement, and property ownership. Additionally, the court barred the respondents from using the Parkway Projects account, described as a private account, for any government transactions until the suit is resolved. Substituted service was granted on the first and second respondents through the Commissioner of Police, Delta State Command, at the police headquarters in Asaba. The applicant was absent during the proceedings but was represented by a legal team led by Kunle Edun (SAN). The ex parte motion dated December 17, 2025, was granted, and the matter was adjourned to December 24, 2025, for the hearing of the motion on notice.

Nigeria Police To Resume Tinted Glass Permit Enforcement From January 2, 2026

The Nigeria Police Force has announced that it will restart enforcement of the tinted glass permit policy from January 2, 2026, citing growing security threats across the country. In a statement on Monday, Force Public Relations Officer, Chief Superintendent Benjamin Hundeyin, clarified that no court has barred the police from enforcing the law on vehicle tinted glass, even though the issue is still under judicial review. The temporary suspension of enforcement was intended to give motorists time to regularise their documents without pressure. Hundeyin explained that recent security reports show an increase in crimes involving vehicles with unauthorised tinted glass, which criminals use to conceal their identities while committing offences such as armed robbery and kidnapping. “Criminals have increasingly exploited vehicles with unauthorised tinted glass to hide their identities and carry out violent crimes. This trend has made it necessary for the Nigeria Police Force to resume full enforcement to protect citizens,” the statement said. The Inspector-General of Police, IGP Kayode Adeolu Egbetokun, PhD, NPM, assured the public that enforcement would be conducted professionally, respecting citizens’ rights and adhering to existing laws. He added that the Force remains committed to public safety and will continue to work with all stakeholders to keep Nigeria secure. Motorists are urged to obtain tinted glass permits through official channels and ensure their vehicles comply with legal standards.

President Tinubu Orders Ministers And Senior Officials To Get Clearance Before Police Escorts

President Bola Tinubu has ordered all ministers and senior government officials to secure his approval before requesting police escorts for official duties. The directive was issued at Wednesday’s Federal Executive Council (FEC) meeting at the State House, Abuja. Tinubu said security gaps often arise when officers are reassigned without proper planning and called for tighter coordination among security agencies. “I have told the Inspector-General of Police (IGP), and I expect the Minister of Police Affairs to implement this directive. If you need security due to the nature of your assignment, contact the IGP and obtain my clearance,” he stated. The president also tasked the Minister of Interior with working alongside the IGP and the Nigeria Security and Civil Defence Corps to replace officers deployed on special duties. “The minister of interior should ensure police officers on special duties are replaced so citizens are not left exposed,” he added. Tinubu further directed the National Security Adviser, Nuhu Ribadu, and the State Security Service (SSS) to review the country’s security framework and implement necessary adjustments. He emphasized the urgency of the directive given rising security threats across Nigeria. Highlighting the protection of high-risk officials, Tinubu suggested equipping forest guards to strengthen community safety. “The civil defence are armed, and I want to know from the NSA if forest guards should also be armed. This matter must be taken seriously,” he said. Presidency Urges Nigerians to Report VIPs Flouting Tinubu’s Police Escort Withdrawal Order

The Presidency has called on Nigerians to help ensure compliance with President Bola Tinubu’s order withdrawing police escorts from certain VIPs. Daniel Bwala, the President’s Special Adviser on Media and Public Communication, made the appeal during a TVC interview on Sunday, urging citizens to document any violations of the directive. “If you come across a celebrity, business figure, or any private individual using police protection contrary to the President’s instruction, please record what you can, photo or video,” Bwala said. He explained that the policy does not remove security escorts from all government officials, emphasizing that some key public officers would still receive authorised protection. Bwala added that alternative security agencies, such as the State Security Service (SSS) and the Nigeria Security and Civil Defence Corps (NSCDC), could be assigned where necessary. “In such cases, it might be the SSS or Civil Defence providing security support, but not the police. Police officers should not be attached to individuals who fall outside the President’s exemption list,” he stated.
